The Caribbean Export Development Agency has received financing from the Inter-American Development Bank (IDB), towards the cost of the Caribbean Green Energy Adoption and Energy Efficiency Toolkit for MSMEs; and the Promotion of a Just Energy Transition and intends to apply part of the proceeds for consulting services.
The consulting services (“the Services”) include the design, development, testing, and deployment of the Caribbean Green Energy Audit Application, a centralized, web-based ecosystem for MSMEs over a five-month implementation period. The Services encompass the preparation of detailed functional and technical specifications; design and development of the application with enhanced data visualization tools and a cross-platform compatible architecture; an interactive self-audit tool integrated with an automated, data-driven recommendation engine and a dedicated training portal linking directly to professional courses; cross-platform compatibility testing; preparation of technical documentation and user guides; and delivery of a staff training session for Caribbean Export Development Agency and Business Support Organisation (BSO) partner staff on platform administration.
The consulting firm will further provide post-deployment technical support for a minimum period of three months following the official launch. The deliverables include a fully deployed and tested application, complete technical and user documentation, and a final project completion report.
The Caribbean Export Development Agency now invites eligible consulting firms to indicate their interest in providing the Services. Interested consulting firms should provide information demonstrating that they have the required qualifications and relevant experience to perform the Services.
Consulting firms will be selected in accordance with the procedures set out in the Inter-American Development Bank: Policies for the Selection and Contracting of Consultants financed by the Inter-American Development Bank GN-2350-15 and is open to all eligible bidders as defined in the policies. Specifically, this selection will be made in accordance with the Selection Based on the Consultants’ Qualifications (CQS) method.
Consulting firms may associate with other firms in the form of a joint venture or a sub-consultancy to enhance their qualifications. For the purpose of establishing the short list, the nationality of a firm is that of the country in which it is legally incorporated or constituted and in the case of Joint Venture, the nationality of the firm appointed to represent it.
Although there is no prescribed format for submitting an Expression of Interest, eligible consulting firms are required to provide sufficient information to demonstrate their suitability for the assignment. The EOI should include the firm’s official name, key contact person, email address, telephone number, and office address; a brief background of the firm, including relevant information on its history, mission, organizational structure, staffing capacity, and supporting brochures or corporate documents where available. Firms may include evidence such as descriptions of similar assignments, reports, studies, references, case examples, experience in comparable operating conditions, and confirmation of the availability of suitably qualified personnel to undertake the required consulting services.
